The Department for Environment, Food and Rural Affairs (DEFRA) has launched a consultation on producer responsibility for non-packaging agricultural farm films. The consultation applies to England, Wales and Scotland and also includes draft regulations, an impact assessment and a good practice guide.
DEFRA is proposing staged recycling targets, leading to 80% in 2016, against a current rate of only 20%. Producers would comply by joining a scheme similar to those set up for packaging and WEEE, with films either being collected from farms or from collection points.
