Chemicals: China - Simplified notification procedures for small quantities

On 19 January  2010, the Ministry of Environmental Protection released an amendment to the 2003 chemical substance notification regulations.

The amendment will enter into force on 15 October 2010.  Most notably, it introduces a ‘simplified’ notification procedure for substances manufactured in or imported into China in quantities below one tonne and for substances manufactured or imported for scientific research and development. The simplified notification consists of a simplified filing form and an eco-toxicology test, to be carried by an approved Chinese testing laboratory.

 

The Regulations apply to ‘raw materials and intermediates’ as well as manufactured articles ‘designed to intentionally release’ substances.
