For the European Commission, DG Enterprise:

  • 2006-7:      Studies on the implementation in practice of a nationwide deposit system in Germany – the latest amendment to the German Packaging Ordinance was being challenged by the Commission and two retail surveys were undertaken in Germany, one before the mandatory deposit rules changed in May 2006, and the other a few months later.  
  • 2004-5:     Study on the progress of the implementation and impact of Directive 94/62/EC on the functioning of the Internal Market – a major report which was used as background material for the Commission’s December 2006 progress report to the Council and European Parliament on the implementation and impact of the Packaging and Packaging Waste Directive.

For the European Commission, DG Enlargement (TAIEX office):

  • 2007:       Presentation to Government officials and industry representatives in the Former Yugoslav Republic of Macedonia on the CEN standards and compliance with the Essential Requirements of the EU Packaging and Packaging Waste Directive.
  • 2007:       Presentation to Government officials and industry representatives in the Former Yugoslav Republic of Macedonia, Romania and Serbia on various aspects of implementation of the EU Packaging and Packaging Waste Directive, the lessons learned by existing member states and the pitfalls to be avoided.
  • 2005:       Presentations to Government officials and industry representatives in Serbia-Montenegro on models for collecting beverage packaging and on the CEN packaging standards.
  • 2001-2:     Series of presentations to Government officials and industry representatives in Bulgaria, Hungary, Romania, Slovakia and Turkey on various aspects of implementation of the EU Packaging and Packaging Waste Directive, the lessons learned by existing member states and the pitfalls to be avoided.

For the International Finance Corporation (World Bank Group):

  • 2007:       Recycling Linkages Project.  A gap analysis of EC packaging legislation versus current Serbian legislation, preparation of guidelines on regulating packaging waste management in Serbia in the context of the relevant EC Directives, and carrying out two seminars to raise awareness and disseminate information to key stakeholders.

For the Department of Sustainability, Environment, Water, Population and Communities and its predecessors (Commonwealth of Australia):

  • 2011:       Recommendations, modelling and rationales for conversion factors from unit to weight for imported electronic equipment  (with Martin Stewardship & Management Strategies Pty Ltd., Sydney).
  • 2009:       Summary of the key features and outcomes of 12 European and North American extended producer responsibility systems for packaging, WEEE and batteries, and the lessons for Australia policymakers (with Martin Stewardship & Management Strategies Pty Ltd., Sydney).
  • 2008:       Feasibility review of a discussion paper by the Boomerang Alliance, Financial analysis of costs and benefits of a national container deposit system, an analysis of the Alliance’s assumptions, statements and conceptual thinking.
  • 1999:       Packaging policy review.

For the National Environment Protection Council (Australia):

  • 2008:       Peer review of a study on complementary economic mechanisms for the National Packaging Covenant carried out by McLennan Magasanik Associates and BDA.
  • 1998:       Environmental, economic and social impact assessment of the National Environmental Protection Measure for used packaging materials  – Perchards carried out a review of ten alternative policy options and contributed to the impact assessment carried out jointly with a team of Australian consultants (John Stanley, Gary Max and Dennis Shore).

For the Environment Protection Authority Victoria (Australia):

  • 2002:       Peer review of a study on financial impacts of a container deposit system carried out by Nolan-ITU Pty Ltd.

For the Institut Bruxellois pour la Gestion de l’Environnement (Brussels Region of Belgium):

  • 1998:       Report on implementation of the Packaging and Packaging Waste Directive in the EU member states, including copies of relevant legislation, voluntary agreements and policy statements.

For the Department of Foreign Affairs, Canada:

  • 1997:       Updates on implementation of the Packaging and Packaging Waste Directive.

For the Ministry of Environment, Czech Republic:

  • 2008:       Economic analysis of intended beverage container deposit system in the Czech Republic (with the Institute for Economic and Environmental Policy, University of Economics, Prague).

For the Department of Environment, Heritage and Local Government, the Environmental Protection Agency and Repak (Ireland):

  • 2007-8:     A study on the way packaging design decisions are made within the supply chain, whether the decision-making could be improved and what barriers might prevent such changes.

For the Environmental Protection Agency (Ireland):

  • 2003:       A study on the way other member states calculate “packaging placed on the market”, an appraisal of the current methodology used by the Irish EPA and recommendations on a suitable methodology for the future.

For the Ministry of Environment (Slovak Republic):

  • 1995:       Logistics of indirect packaging waste collection in the Slovak Republic – a report on the issues involved in setting up a segregated packaging waste collection system which could be implemented nationwide, proposals for a pilot scheme, and proposals for supporting legislation which could be fitted into the framework of the existing waste law of the Slovak Republic.

For DEFRA and its predecessors (DETR, DoE) in the UK:

  • 2006 and 2007:       Project to facilitate in-depth qualitative and quantitative scrutiny of compliance schemes and large individually registered producers’ operational plans –supporting the in-house team by evaluating and writing appraisals of the operational plans (OPs) submitted in connection with the Producer Responsibility Obligations (Packaging Waste) Regulations, identifying best practice, any omissions and assumptions common to a number of plans, and ideas which have been successful in other countries and are applicable to the UK but have been overlooked by the authors of the plans.  An overall quality assessment of the OPs was prepared to show whether the OPs collectively provide confidence that the UK will meet its EU targets in 2008, and in 2006 a best-practice scrutiny booklet was written to help scrutiny in subsequent years.
  • 2005:       Deposit return systems for containers in the UK – peer review of a study by another consultancy to establish whether a mandatory deposit system would yield positive benefit over and above the current UK legislative framework.
  • 1997:       Appraisal of packaging items – a study to identify a consistent set of principles which could be used to establish whether a “borderline item” is to be regarded as packaging [and is therefore caught by the Producer Responsibility Obligations (Packaging Waste) Regulations 1997] or not packaging.  This involved a review of decisions already taken in other EU member states, consultation with industry on borderline cases and consultation with other member states on borderline items before developing the list of principles.
  • 1997:       A Ready Reckoner on packaging weights to enable companies to calculate their recovery and recycling obligations under the Producer Responsibility Obligations (Packaging Waste) Regulations 1997.

For the UK Department for Business Innovation & Skills (formerly the Department of Trade and Industry and later the Department for Business, Enterprise and Regulatory Reform):

  • 2003-2005:  We produced quarterly reports for the DTI’s website on how the WEEE Directive was being implemented in other member states.
  • 2004:          We produced a report for the DTI’s website on how the ELV Directive was being implemented in other member states.
  • 2003:          Essential Requirements for packaging – a survey of a sample of 22 companies to examine how they have implemented the Packaging (Essential Requirements) Regulations 1998 and the effects on packaging design that have resulted.
  • 1993:       Cost of compliance with the targets in the European Commission’s amended proposal for a Packaging and Packaging Waste Directive (60% recovery of packaging from the waste stream and 40% recycling of each material within 5 years, 90% recovery of packaging from the waste stream and 60% recycling of each material within 10 years).
  • 1993:       Cost of compliance with the European Commission’s revised target of 60% recovery by the end of 1999.
  • 1993:       Cost of establishing and funding systems which would meet UK industry’s proposed targets (42% recycling by the end of 1999) on the assumption of a collapse in the market price of certain collected materials.
  • 1992:       Cost of compliance with the targets in the European Commission’s original proposal for a Packaging and Packaging Waste Directive (90% diversion of packaging from the waste stream and 60% recycling of each material by the end of 2005).
